Yes, you can use Visual Basic to handle this kind, and we might even find written http://planet-source-code.com/

But as a developer I would not really do it on a particular platform as the language "Visual Basic", and that their target audience seems to be very important and could be something more than the use of Windows.

It is free to all cross-platform development application with Adobe AIR (2 versions available - Flash and HTML) + JavaScript.

Cross platform means "the resulting application will work on different operating systems.
Windows / Linux and Mac OS in the event of Adobe AIR.
